S.T.E.P.S.

Quest Programs operates Stability Through Enhanced Peer Support (S.T.E.P.S.), a therapeutic Transitional Housing Placement Program for Non Minor Dependents (THP-NMD) providing housing and behavioral health services to AB 12 youth, ages 18-21. S.T.E.P.S. offers housing options in the following Northern and Southern California cities:

Northern California
Alameda, Berkeley, Oakland, Walnut Creek, and San Francisco

Southern California
El Centro, Hemet, Moreno Valley, Riverside, and San Diego

S.T.E.P.S. accepts male and female non-minor dependents (NMDs) for placement in remote-site housing, whereby one or more NMDs live independently or with a roommate. Experienced case managers conduct weekly meetings and proactively assist youth participants in navigating public mainstream services by providing constructive feedback and being an advocate, while also holding NMDs accountable for inappropriate behavior.

The program will offer non-medical residential support and other services to assist NMDs who are between the ages of 18 and 21 and are:
1. In high school or an equivalent program; and/or
2. Enrolled in college, community college, or vocational education program; and/or
3. Employed or searching for employment; and/or
4. Participating in a program or activity designed to remove barriers to employment; and/or
5. Unable to do one of the above requirements because of a medical condition.

Mission

The program’s mission is to provide person-centered residential support services in a collaborative -centered environment working proactively with NMDs to help them develop and reach independent living goals as they transition out of AB 12 to mainstream independent adult living.

EAGLE EYE

Quest Programs also operates Eagle Eye, a Short-Term Residential Therapeutic Program (STRTP). The purpose of the STRTP is to provide a safe residential short-term therapeutic environment for at-risk youth requiring a well-structured home environment, where they and their families can address matters adversely affecting their relationship(s), prior to either reunifying, having the youth move to a more home-like level of care such as foster care, or moving to another more appropriate setting such as a transitional housing program placement. The vision of the agency is to “break the cycle by helping at-risk youth (ages 13-18) find healthy and permanent homes and cultivate a sense of self-respect and self-worth, as well as respect for others.”

Eagle Eye’s mission is to create a supportive and safe therapeutic environment that meets the specific needs of each at-risk youth resident and their families while maintaining a level of cultural sensitivity. A wide range of services, such as individual therapy, family therapy, and family education classes, will be offered to promote reunification through a well-managed process or placement in a healthy home.

Eagle Eye’s philosophy is that we are responsible for our own behavior and the negative consequences or positive effects associated with that behavior. We understand that an abusive environment can lead one to make poor decisions. Eagle Eye believes that providing at-risk youth with a safe, nurturing, culturally relevant environment, along with mentoring and services, gives them the chance to make positive choices. Eagle Eye employees are trained to acknowledge and respect the dynamic diversity of the children/youth/families we serve, especially when working with LGBTQ and CSEC youth from a trauma-informed perspective.
